If by follower you mean watcher, then you can decide to set up your JSM project, that whenever a customer creates an issue, this issue is shared immediately with all customers of the same organization.
In addition, you if these people are known to you, you can set up either a Jira Automation to include them as request participants, or to do this within the workflow.
