How to force approver who declines from mail or portal only to leave a comment when declining?
Please advise
You can't enforce a comment. You could require a custom field such as decline reason using a transition validator in your workflow. I recall a previous Post on this here - How-to-force-approver-to-leave-comment-on-decline-of-a-request
@Jack Brickey we tried this in our instance, and what's interesting is that the approval's system in Jira seems to ignore validators. We also tried with a condition and that didn't seem to work either.
