I want to diable Captcha from customer portal. The settings are not available in the admin panel. Since we are on a free plan we cannot ask support to disable it in JIRA.
Please advice on how I can disable Captcha on our customer portal.

Welcome to the Atlassian Community!
On Jira Service Management Cloud, currently, it's not possible to enable or disable Captcha for issues created on a login-free portal.
The portal uses Google's invisible captcha, so if Google checks that the email account is not a bot, it will not show the captcha.
There is a feature request suggesting the implementation of the ability for administrators to control that:
