How can I move cancelled tickets to backlog status

Open the ticket, click on the Status button, and change the value.
If the status you want is not available, then that status either does not exist for that issue in that project, or the workflow does not allow issues in the 'cancelled' status to be changed to the 'backlog' status.
If that does not address you question, please provide more information and screen images to help us understand what you are trying to do and where you are getting blocked.

The image you provided appears to be for a workflow.
The BACKLOG status shows "<-- ALL". That means an issue in any other valid status is allowed to be changed to the Backlog status.
There could be Conditions or Validators associated with the transition to Backlog that could prevent that transition from being available or succeeding when selected.
Are you unable to change the status of issues from Cancelled to Backlog? What happens when you try?
