I have attached a picture of the customizations I am hoping to do.

This screen shot was taken from the admin portal (project -> project settings -> knowledge base). I have tried unlinking and linking different spaces but the changes don't reflect. I also tried changing viewing permissions but it doesn't do anything either.
Are any of these customizations possible? and if so, where can I locate it?

When it comes to portal customization, there are some details that are hardcoded and can’t be changed, and the “Need to raise a request? Contact us.” button is one of them.
There are feature requests suggesting improvements for that:

Regarding the knowledgebase, what shows under the “Learn more about” are not the Confluence spaces, but the Categories that are created directly from the project to organize the articles.

Since the "contact us" button can't be customized, is there a way I can implement a floating button linking to our "contact us" page? I remember reading a post made several years ago about floating buttons and anchor macros. Are those still able to be used or have they been removed? Haven't been able to find any sign of them in the current iteration of Jira so far.

On Service Management it’s possible to create a widget, but in this case, is to embed the portal on a web page.
On the portal itself, it’s not possible to add a custom “Contact us” button:
