How can I add a notification or alert to one issue

The assignee of one issue that is one project in which I'm working asked me an alert or a notification to tell him to perform an action (out of Jira) before certain date.

Example: Warn before 5 march the license of one user must be taken. 

There is a way I can do that?

Yes, this can be done with automation. If you create a scheduled automation you can search for specific issues, and lets say that the due date is 90 days out then send a message to the assignee or add a comment to the request that something needs to be done. 

If you look in the Automation library, (Project settings > Automation) you will see a rule called "Resolve issues due to inactivity" that you can use as a guide.
