Is there a way to edit who can customize the help center?

So if the user is an Agent he can customize the help center?
You must be a registered user to add a comment. If you've already registered, sign in. Otherwise, register and sign in.
No you must be a Jira admin to customize the portal. However, you can allow them to add announcements under Administration > Products...
