Team members(Team leads, Managers, Executive) should receive mails about the tickets based on the time

I tried with filter subscriptions as well no use

The emails are triggered but not with the correct time goal
for every 2 mins, for every 6 mins without any reason
I wrote 9 different Automations for each escalations
the order of escalation is
Team lead
Manager
Executive
But the order is executive, Manager, Team lead
