Is there a way to delete old requests without it sending notification to those assigned or included in the request?
We want to clean up a bunch of old requests from years back but dont want to bombard the people that were tagged in them.

You could execute a bulk edit and use the delete action. This by default sends no emails, unless you check the notification box in the process.

The option to change a notification scheme is only able if you have been granted Jira Administrator permissions.
So if you don't have this option, you can contact your admin to make the changes for you.

Hi @Tricia Langwald STS, welcome to the community.
You might create a rule triggered manually, and delete them there.
Make sure you include a correct filter so you don't delete wrong issues.
Make also sure that you uncheck Send email notifications for this.
As a start, limit the filter on a test issue or two to make sure it works as supposed.

1) Go to Project Settings:
2) Click on Summary and then click on your Notification Scheme
3) In your Notification Scheme, click on Actions and then Edit Notifications
4) Then identify the Issue Delete event and delete the recipients
