I´ve a customer users appears in User Management section without jira access while i have another user that not appears.
What´s goint on? Why do some appear and others not?
Could it be because some were invited from the portal and others from the Jira administration?
I need to aggregate customer user to jira groups

I ve the answer.
Atlassian differentiates between guest users from the portal and guest users from the portal administration, so they can be duplicated :-(.
By following the steps in the following link https://support.atlassian.com/user-management/docs/migrate-a-portal-only-customer-to-atlassian-account/ , you can migrate guest users from the portal to atlassian accounts and thus be able to use them in group management.

Its amazing that there is no way to see 'all users' of a given site along with their labeled type. Also, cross referencing between portal-only/customer accounts and Jira accounts could be simple (uh, email address?) and would avoid much confusion.
I just recently, finally found a full list of portal-only users, which is labeled "Jira Service Management" while the user list is labeled "Users". (This screen shot may be from the 'Original' version of user management instead of the new, three yr old version, the name of which I cannot recall at the moment.)
Missing from this full list is the Organization grouping though.
