Customer say they cannot raise requests, and I can't find anything wrong in the settings. They also want to be able to edit their own tickets.

Please refer to this page in order to check your configuration settings. The configuration depends on whether you want to have an open portal or if only invited customers should be able to raise requests. Either way, customers can see their raised tickets by clicking the button "Requests" on the top right of your portal.
