Can we create a ticket in Jira thru email using a non-domain (external) email address?

Sure as long as either 

  • you have added the external email as a customer
  • you allow anyone to send in requests by email and the will be added as a customer

* I've already added the email as a customer to the Project

* If I don't allow or add the domain, it won't work?

It should work unless you have restricted access to only your domain. Are you saying that you’re testing and it is not working?
