Change to time and date format from American to European

Hi.

I have recently created 'log a change' request type.

Users are logging any changes to the system/database etc.

It is currently in American time and date format. This is also not very precise.

We can currently log in changes in the nearest time of 10 minutes.

2 questions please.

1. How can i change the date and time format to 24h European clock please?

2. How can i amend the logging time to be the exact time of change, for instance '23:51', rather than '11:50pm'?
