Change authorisation author

Hello everyone, I have the following problem. We have 3 users in the system with authorisations for only 1 project. They can also see everything in this project but the only thing that is not possible is to change the author of the ticket Example: 1st level takes a ticket by phone, then it should not contain the agent but the customer who called. But this cannot be changed. Can you tell me where this authorisation is stored? Translated with

to specify something else: The author can be changed, but only to an employee in JIRA with a licence. A customer that is stored under ‘Customers’ cannot be selected
