my suggestion is to create a pie chart gadget in one of your dashboard with a filter for Open Issue grouped by assignee.
In that way you will have evidence about open issues assignment per user basis.
Moreover, there is an embedded report for Service Desk project (Workload in the report section) that provide you that information.

Thanks @Fabio Racobaldo _Herzum_ but again I dont want to monitor a widget. Is there no way that JIRA can automatically cap the # of issues assigned to a user for any given day?
