We have Jira cloud. We use Jira Service Management templates to allow users without access to our Jira instance to create stories for our team. Will those users who are NOT Jira users be able to see the status & updates to the story they submitted?

If the user doesn't have access to jira, he can submit tickets only via customer portal. Access to customer portal doesn't require a license.
