If we purchase a Standard plan license and the license to a user, can we add this user to multiple projects to interact with support tickets from different customers, or the licensed user is limited to just 1 project? Do we need to purchase more licenses for every project for the (same) user?

Yes, once the user has been granted a license as an Agent, that user can placed in as many projects as you would like.
