But, when I go to the issue, it does not appear
I go to the project / settings/ request types and search for entitlements/ privilege/ Invoice template/ Storage and can't find it.

Take a look at the following reference pages -
Make sure that you have your product/entitlements configuration setup correctly. If so, then you should see the field when viewing your issues via the project UI.
