Our company consist of over 100+ employees and I wanted to see if the mobile app can be used for all those employees to put a ticket request. Currently, our AD is synced to Jira but if you are not an admin when you login using the mobile app it says to create a site on the initial process. Not sure if this is something that we can workaround.

Shouldn't need to create a site. You should be able to login and see all the sites you have access to. Just like if the user was using the desktop browser to access.
Also, since you have JSM, folks can also even send e-mail from their phones to create tickets.
