My understanding of JSM with no Confluence licenses is that the "included with" knowledge base translates to using a free plan of Confluence.
Let's say you have 200 JSM agents. Can all 200 create KBs from within JSM and get all other functionality?

Yes, one of the things that you do in this situation is set up a free Confluence plan and connect it to your JSM project(s).
Your 200 agents can create KB articles and view those articles from within JSM.
