On Jira Cloud, it’s possible to configure an incoming email to create and add comments to tickets and it works with Business and Software projects.
Only Jira Service Management projects have their own mail handler on each project, but it’s also possible to create tickets via email on other projects.

By this, do you mean an incoming email that creates tickets? Is your expectation that this works like JSM or like the normal Jira Software project.
Incoming emails for JWM should work like those of JSW and users need to either have an account in Jira or you need to have a licensed user as the default reporter.

Welcome to the community. Can you clarify what do you mean by "a business application"? What project template are you using for your business application?
