Can I create an automation user without license fee

Good day,

I was wondering if someone can point me in the right direction in the documentation of Jira Licensing. I need to find if it is possible to create a automation user without using a user license and if not where I can find it in the documention.

Welcome to the community.  Unfortunately, it is not possible.  Automation users (i.e. svc account) will require an agent license since I am assuming this usage will do more operations in your JSM systems on issues and it is not just for creating issues for your JSM project(s) (i.e. like a portal customer).
