no - a login is required, this is due to security considerations to have files not standing "wide open" for unauthenticated users through the internet.
You could alternatively put them to some kind of filehosting or even an internal (operated by you) service with probably lowered requirements for authentication/authorization (^= some storage where no user login is needed).

Can you please clarify your use-case a bit further? Agents need to be a licensed user ( hence a login) to access the requests.

Yes, the agent is a licensed user. I mean when the agent attaches a file for a client in the portal that is open to the public (client is not registered), the client is asked to register to view that file. Would it be possible for the client to view the file without registering on the portal?
