When someone sends a ticket is there a way for Jira to automatically put that ticket into a specific queue?

Yes, that is possible. Queues are just filters, so all you need to do is that the queue that you want the request to show up in has a filter that picks up that request. For example lets say you want all emailed requests to go to an email queue the filter would look like this:
resolution = Unresolved AND "request type" = "Emailed request"
