Adding + Create to all columns

Is it possible to add +Create to the bottom of all columns? We have non-software Teams using Jira and this would be helpful. In Work Management not Software Management. See pic.

No, that is not possible.

You can check to see if a change request exist for that, and open one if it does not, here:
