I have customer guides that are a PDF (saved on Dropbox) that I want to have a direct link set up on each customer help desk to let them view it as needed. I don't see anything that will allow me to add a quick bootstrap button with the link. Is there any other way to add this?

Both the announcement banner and introduction header allow you to insert links. It is not a button, but it is a link you can add. Just type between square brackets:

[Link to Community|https://community.atlassian.com/t5/Jira-Service-Desk-questions/Adding-a-button-to-an-external-link-on-customer-help-desk-portal/qaq-p/786777]

This example adds a link to this page on the community.
