It's asking where you want to get your issue data from. What issues do you want it to plan with?
They all come back to filters behind the scenes though
- Boards - select a range of issues using a saved filter - Portolio will reuse the filter the board is using
- Filter - well, it's a saved filter
- Project - these are issue containers, so when you select one of these, Portfolio uses a simple filter for "project = x"
What to use in your plan is up to you. I can't tell you what to use, it's your data. You need to decide what you want to plan with!
