what is the difference between Board, Project and Filter in Portfolio plans?

When creating a new plan in Portfolio, we can select one of 3 sources:

  • Board
  • Filter
  • Project

What is the difference and what to use in our plan ?

It's asking where you want to get your issue data from.  What issues do you want it to plan with? 

They all come back to filters behind the scenes though

  • Boards - select a range of issues using a saved filter - Portolio will reuse the filter the board is using
  • Filter - well, it's a saved filter
  • Project - these are issue containers, so when you select one of these, Portfolio uses a simple filter for "project = x"

What to use in your plan is up to you.  I can't tell you what to use, it's your data.  You need to decide what you want to plan with!
