can I set a different default value for different issue types?
Yes you can.
One of the ways is to customize pre-filled summary through edit of velocity templates
I think you can, at custom field context you can create a new context for each issuetype and add a default value for each of them. Give it a try,

I have created different values in the "Summary" field for different "Issue Type"s with https://confluence.atlassian.com/jirakb/how-to-set-default-value-for-summary-field-in-jira-800692650.html and it works OK, BUT THERE IS A BUG-
when I press the "Create" the value in the "Summary" field is as I configured, but when I change the "Issue Type" the default value does not change to the proper value that I have configured.
Any ideas how I can solve this?
