When issue Status changed user must be asked to select an option before saving

Edit the workflow, and find the transition(s) you want to have this happen on.  Add a "transition screen" to it, choosing a screen that includes the field for your option.  Then, use a workflow "validator" to make sure it is entered during the transition.

Thanks that worked.

One more thing. In Issue Detail window:

If user selects Option "Needed" then Previous Status button should be active 

If User selects Option "Complete" Then Next Status Button Should be active

 

How Do I configure that ?

You need "conditions" to do that.  Previous and Next are both going to be transitions, so on one of them, you need a condition of "if option set to needed" and the other "if option set to complete"
