Use the "JIRA Toolkit" to add "message for edit" fields to the issue create screen, and then change the workflow validators so that there is no possible way the story could be created (e.g. demand a field is empty, but make it mandatory in the field configuration)
Is there a good reason you don't just delete the "story" issue type from the project's issue-type-scheme so users can't select it at all? (There are a number of very valid ones, but rather than write essays on the possibilities, it's easier to look at the one you have)
