Is there a standard report available for evaluating working times at individual confirmation level? Or is there a way to configure it so that we can export times for resource-related billing?

Out of the box you can't do much with workload. You can use the worklog gadget on a dashboard to get the time spent for a specific filter for all individuals involved. But this might not have the details you would like.
