Is there a way to merge filters but not cross in Backlog view?

No, there's no "merge" function, but it's really not hard to copy one filter, add an "or" to the end of the other one and paste the first one into it.

Or, some add-ons give you a JQL function for "issue in filter (<name other filter>)"

I don't know what you mean by "cross in backlog view"

Now filters in backlog work like "and" operation. 
 And there is an "or" operation for Assignee field in new jira.

I want "or" operation for quick filters too.

There's no way to do it.  There are a couple of requests already raised for making AND quick filters, but at the moment, your only option is to make another quick filter that combines the filters you want.

How can I request Jira dev team realize this function?

They ask you to raise an enhancement request at

But if you do, you'll find it closed as a duplicate.  You would be better off voting on the existing ones in - I'd expect to find them in the search
