Issue type - Create a new issue type called Idea
Custom fields - Create custom fields to capture
Custom screens - When to capture the information you require
Workflows - How do you handle different statuses of ideas?
Statuses - What statuses do you want to have for your ideas?
As you can see from this list the options are multiple and you need to decide firstly on your requirements and then customise accordingly.
