You can start simple and build up as you define your requirements. Here are some of the ways you can customise JIRA to help.
Issue type - Create a new issue type called Idea
Custom fields - Create custom fields to capture
Custom screens - When to capture the information you require
Workflows - How do you handle different statuses of ideas?
Statuses - What statuses do you want to have for your ideas?
As you can see from this list the options are multiple and you need to decide firstly on your requirements and then customise accordingly.
I have seen some organisations happily work with the standard workflows/screens and only customise the issue type.
