JIRA doesn't support this feature out of the box, see here - https://jira.atlassian.com/browse/JRA-61024

there is a paid plugin though - https://marketplace.atlassian.com/plugins/com.akelesconsulting.jira.plugins.AttachmentChecker/server/pricing
