Is there a way of introducing a workflow or something else in order for me to determine the % complete of a user story based on the sub tasks completed and the % complete of a Epic based on user stories completed?

Welcome to Atlassian Community!

Unfortunately, there are no reports in JIRA that display the exact percentage of stories/epics progress based on the resolution of their sub-task/child issues.

However, you can use the following app to get this kind of report:

- Weekdone Jira Reporting and Dashboard

The mentioned app provides several custom reports, including percentage report that you can use with queries applied only to sub-tasks or Stories if you want.
