Is there a way where we can block or restrict particular users or user group from logging into Jira via Login page, So that they can only login via API calls ?
No. If someone can log in, they can log in.
If you put Jira behind some form of proxy or firewall (which would require its own authentication), you can block access.
But I would strongly question the point of doing this. I can't think of any reason to do this.
can we Prevent a specific group from using the Jira UI ?
When a user logs in if they are a member of that group, we need to show them a message informing them "This account is a 'xxxxx' group. Use of the Jira interface is not allowed."
DO not allow any use of the interface at this point.

I don't know how to explain that better.
