Community Leaders are connectors, ambassadors, and mentors. On the online community, they serve as thought leaders, product experts, and moderators.
As @John Funk has mentioned above, you may not be having admin access to Jira.
If you would have admin access, you would be able to access workflow as per the below points:
1) Click on Jira settings
2) Click on Issues
3) Click on Workflows
