how can i get admin dropdown to choose add ons
Log in with an account that has administration rights.
OK, I've done that (I've just created a brand new JIRA site and I'm the only user, so I assume that I would have admin rights)
I still can't see the admin dropdown.
What's the next step?

If you don't have the drop-down, either you're looking in the wrong place for it (top right for Server, low on the strip of icons on the left for Cloud), or you do not have admin rights.
