Welcome to the Atlassian Community!

Yes.  A board is a view of a selection of issues, it is not a container for them.

If you set up two board's filters such that they both include the same issue, then it will be "shared" by the boards.

welcome to the Atlassian community!

Boards are based on a filter so a board will display tickets retrieved from the filter even if those issues are already in another board.
