performed manual update of jira core from 8.5.7 to 8.13.8
the Versions & licenses page still shows 8.5.7 although the bottom of the page has 8.13.8 and the "Plan your upgrade" page shows 8.13.8
how can i resolve this?

This is a uneducated guess because you haven't provided enough information for an educated guess. Maybe try starting the right version of the app?
I am assuming that:
You could always try stopping all Jira services and then manually starting the newer version. No guarantees this will work; there are still file permission, ownership, etc that can play a role, but it will let you know if the right version can start. Oh, tail the 8.13 logs during startup in case it throws a tantrum.
Alternatively, you could find budget to bring in a Partner. Cheers!
