I added dynamic filter with "Rich Filter". My added field is of type "Select List (multiple choices)". Why isn't all the options listed?

This happens because the dynamic filter is really dynamic. The dynamic filter will show only the field values that are actually used in the issues returned by your base filter.
Indeed, imagine a Jira instance with 10000 users and imagine that in your project you assign your issues to only 5 users (your team). Then, if you add a dynamic filter on Assignee, this will show the 5 users who have issues assigned to them, not all 10000 users, most of which would not be relevant. So this is about improved relevance.
The dynamic filter based on your Product field will show the other options when you'll have issues with those particular values (among the issues returned by your base filter).
