When I move a ticket from one project to another, how do I make that ticket take the new workflow of that new project? and the workflow options (Steps) appear at the top of the ticket

When you move an issue/ticket you will be prompted to map it to respective status of the new workflow, and the ticket will start following the new workflow.

When you move an issue to a new project, the new workflow should be applied. I would recommend refreshing your issue to see if the UI is not updating on the move.
