Updating stale tickets

When someone edits a ticket, how do they know they are updating the most recent version of the ticket as opposed to a stale ticket?  Obviously if you refresh the page before editing the ticket, you will be viewing the most recent version of the ticket, but sometimes users don't remember to do this.

They do not.  Jira expects edits to be quick and immediate, and doesn't have anything that says "someone else is taking ages to edit this"
