Is there a way to track / count / quantify the number of users and the number of times each of the user has ever touched / updated/ inputted any updates/ text into an issue ?
Also is there a tech support number I can call for asking questions like these ?
You can find this data using a third-party add-on from Atlassian Marketplace.
For examples, you can try Time in status for Jira Cloud to get reports about status and transition counts. So you can monitor how many times an issue has been in each status and how many times an issue went from status to status.
Or you can get full report of any activity in each issue by each user using Issue History
