Slack bot time rules

Hello, need some help to understand how to create a filter based on few parameters. I have created a slack channel with basic rules from Jira, but it doesn't answer my need 

I need to create JQL with the following rules: 

1. priority = high, urgent

2. assignee = few emails

3. Ticket type = Customer bugs 

4. If the ticket didn't move from status new to in progress OR if there is no comment after 4 hours after creation time -> send them to  Slack channel
