I am not JIRA agile board administrator, Can I request ther administrator permissions from Board Administrator

Any ref document or navigation steps? My Board not able to figure out the way to give the permissions to me.

Yes. The board's administrator can give add your user as admin of a specific board.

Note that users with global admin permissions could do it too, but I find it's always better to have the approval of the actual owner of the board.
