how can I have "Attachement" confluence feature in JiraCore ?

I have interesting feature on Confluence : Attachement

so I can upload new versions for a document, etc.

how can I have same feature in JiraCore ?

I m not asking how attach file, but how have the whole attachement feature incliding version management, etc.

btw, for me whitelist was not really working. I solved my issue by adding url to application links.
