Why is the configure option grayed out when attempting to create charts in my dashboard?

Hello, 

The option in my dashboard to add gadget is there however I cannot configure the gadget as that option is gray and only allows for a delete or renaming of the file.

May I know does the error happen on other browser as well? I suspect is due of IE8 problem, please try to re-indexing your Jira.

If the problem persist, kindly try the following steps.

1. Change the "Default language" to "English (United States)" under Administration -> General Configuration -> Edit Configuration.
2. Change JIRA character encoding going to Administration -> General Configuration -> Internationalization -> Character Encoding and setting it to UTF-8.
