With the addition of the Active User checkbox for users you should be able to filter on it.

I've found myself taking a bunch of different approaches. Each has its merits. What is everyone else doing?

JIRA does already have an Improvement request to implement this on a future release

I'd advice you to vote there to increase it's visibility and feel free to add comments to reach the developers directly.
