It seems that some changes have been made to the default permissions scheme.
Does anyone now what the permissions are "out of the box installation" of JIRA (Version 6.4.1)?

Your Pre-defined questions can be your JIRA Custom fields. Pre-defined answers can be the Custom Field's Description or just a simple List Box with choices. Try it so you will know how that will look like when viewing in the "Create" screen.
